Conneautville files lien on Rolling Fields nursing home for unpaid, overdue bills

May 7—For the second time in less than 12 months, Conneautville has put a lien on Rolling Fields nursing home for unpaid and overdue utility bills owed to the borough.

On Friday, a lien was filed in Crawford County Court of Common Pleas regarding water service provided from Jan. 1 through April 30, 2024.

The lien totals $15,007.58, of which $14,728.58 is owed for unpaid and delinquent charges, $250 for attorney fees, and $29 for filing fees with the Crawford County Prothonotary's Office.

A lien, a legal claim filed against an individual or property for an unpaid debt, is filed with the prothonotary's office. The office is the clerk for civil court matters for the Crawford County Court of Common Pleas.

Meadville Tribune calls and emails to Rolling Fields owner Heritage Ministries, headquarters in Gerry, New York, were't responded to on Monday.

Friday's filing was the second time Conneautville has had to file against the nursing home.

On July 14, 2023, the borough filed a lien totaling $12,676.39 against Rolling Fields — $12,397.39 for unpaid and delinquent water service, $250 for attorney fees, and $29 for filing fees. That lien was for unpaid service from April 1 through June 30, 2023. The lien was satisfied Aug. 8, according to court records.

Meanwhile, a federal breach of contract lawsuit filed against Heritage Ministries in 2022 in U.S. District Court for Western New York in Buffalo has been settled.

In December 2022, Quest Diagnostics Inc. filed suit alleging Heritage Ministries owed $346,000 in fees for COVID-19 testing services that Quest conducted.

The suit alleged Quest performed more than 9,875 tests between June and December 2020 for Heritage — done twice a week to Heritage Ministries personnel at five of its facilities in New York state. In March 2023, a federal court order had the two sides try to reach a potential settlement through court-order mediation.

According to court documents filed in U.S. District Court on Dec. 12, 2023, Quest Diagnostics and Heritage settled the case prior to the first mediation session with the case was dismissed by U.S. District Court.
