Stalking or other harassing behavior is often an integral part of the pattern. Abusers may include caregivers, spouses, intimate partners or other family members.

    Social services programs provided by state and/or local governments that evaluate reports from friends, neighbors or others who are concerned about the welfare of an older adult or person with a disability who may be unable to act on their own behalf, manage their own affairs or are in immediate danger due to physical or emotional abuse, unsafe or hazardous living conditions, exploitation, neglect, self-neglect or abandonment. If the situation meets the criteria for intervention, an APS worker will initiate face-to-face contact with the individual, assess their situation for safety and need for assistance, and determine what services, if any, would be beneficial to maintain his/her well-being and independence. Services may include removal of the individual to safer surroundings, authorization for medical treatment and other available services that may be necessary to remove the conditions which have created a threat. Every state has its own distinct APS system and programs which vary in terms of populations served, services provided and scope of the program; and while APS workers help thousands of vulnerable adults every day, individuals always have the right to decline assistance.

Included are APS programs that investigate cases of abuse, neglect or exploitation working closely with a wide variety of professionals including physicians, nurses, firefighters and law enforcement officers following receipt of a report from friends, neighbors or others concerned for their safety; and public and private guardianship/conservatorship programs that make provisions for people who have been judged to be incompetent by the court by assuming responsibility for the care and custody of the individuals and/or for the management of their estates.

Historical information supplied by the child in the medical interview may be used to establish a case for child abuse even in the absence of physical evidence.

    Programs that offer classes or groups, sponsor victim panels or provide other interventions which help domestic violence offenders understand and take responsibility for their acts of violence and abuse; realize that their behavior is the result of their desire to gain power and control over their partner's life; and make a decision to stop their abuse by looking at the damaging effects of their actions on their relationships, partners, children and themselves. The group sessions address the tactics of power and control; describe the cycle of abuse; challenge stereotypical gender role expectations; and help abusers identify and articulate their feelings and recognize behavior, emotional and physical cues which signal escalating anger. Participants learn problem solving skills, negotiation and conflict resolution skills, stress management techniques, communication and listening skills and other skills that will help them develop and maintain positive, healthy partnerships; and may be ordered by the court to attend or self-refer. The victim panels provide a venue which enables volunteers who have been subjected to abuse to describe the treatment they have endured and the impact on their lives.

    Programs that provide assistance for individuals with disabilities who are having difficulty understanding and/or obtaining the full benefits and services to which they are entitled by law. Included are federally mandated programs that are part of the formal protection and advocacy system which includes Protection and Advocacy for Persons with Developmental Disabilities (PADD), Protection and Advocacy for Individuals with Mental Illness (PAIMI), Protection and Advocacy for Individual Rights (PAIR) and the Client Assistance Program (CAP); and independent organizations that provide the same types of services. Protection and advocacy programs provide legal representation and other advocacy services, under federal and state laws, for all people with disabilities and endeavor to ensure full access to inclusive educational programs, financial entitlements, health care, accessible housing and productive employment opportunities. The programs maintain a presence in facilities that care for people with disabilities where they monitor, investigate and attempt to remedy adverse conditions. CAP agencies (many of which are housed within protection and advocacy offices) provide information and assistance for individuals seeking or receiving vocational rehabilitation services under the Rehabilitation Act, including assistance in pursuing administrative, legal and other appropriate remedies.

    Programs that provide crisis, short-term and/or ongoing counseling for people who are coping with the emotional trauma of being forced to engage in sexual intercourse or other sexual acts without their consent. Included are military sexual trauma (MST) counseling programs offered by facilities operated by the U.S. Department of Veteran Affairs, which address the needs of veterans who have been traumatized by having experienced assault or repeated threatening sexual harassment which occurred while serving on active duty in the military. Counseling and support may be offered in a variety of settings and may include individual, conjoint, family and group therapy sessions for the survivor and/or significant others.
