Disability Options Network buys county lots

Dec. 12--Lawrence County is selling two parcels of land on Court Street to Disability Options Network.

The county commissioners at their regular meeting yesterday approved a resolution to sell the vacant lots at 509 and 513 Court St. to the agency in exchange for $99 for each parcel.

County solicitor Thomas W. Leslie explained that DON Enterprises Inc. has been rehabilitating old houses and building new ones for people with disabilities. The agency approached the county about selling the two vacant county-owned lots that at one time were in the county's repository.

Leslie noted that each of the two parcels has a market value of less than $500.

He explained that neither of the parcels is a buildable lot, and the agency wants to consolidate the lots so that it can build a house on it.

DON has been working with the commissioners, the Lawrence County Redevelopment Authority, the Lawrence County Land Bank, the city of New Castle, lending institutions and utilities with a goal of redeveloping the neighborhoods around Court Street over the next couple of years. The multiphase Court Street project focuses on revitalization to provide affordable home-ownership to individuals with disabilities, single parents, young families, seniors and others.

Steve Cardella, DON vice president of operations, affirmed yesterday that DON is looking to develop the two-parcel site on Court Street.

DON Enterprises is the building and housing arm of the agency, he said.
